Mechanical Licensing Collective Submits Proposal To Copyright Royalty Board

The Mechanical Licensing Collective has submitted its proposal to the Copyright Royalty Board outlining the structure of the collective, as well as the funding required to carry out the statutory demands of the Music Modernization Act. The law mandates that the funding be wholly paid by the digital services.

According to a statement from the MLC, the proposed start-up assessment is $37.25 million, with an annual assessment starting at $29 million before its start date in 2021.

By Jan. 1, 2021, the MLC must be able to administer the new nationwide blanket license system for mechanical rights, operate an unprecedented, transparent database, match copyright ownership to usage on streaming platforms, and pay songwriters and publishers quickly and accurately.

The MLC’s submission to the CRB also outlines many of the MLC’s funding and staffing plans, including details of the MLC’s proposed organization and operations. The CRB rules provide for a written response by the digital services, a written reply by the MLC, and then a hearing with live testimony, which is currently scheduled for February 2020. The CRB ruling will be due by July 2020.

The commission-free collective will be funded by the digital services, who will be able to receive blanket licenses through the MLC. The funding will be made through an “administrative assessment” on the digital services, which the judges at the Copyright Royalty Board are tasked with setting in an amount sufficient to cover the MLC’s total costs.

The MLC released the following statement: “The CRB submission is the result of months of research on the most efficient and effective way to run this unprecedented new collective that will serve the needs of both the songwriters and their music publishers as well as the digital music services from Day One. The proposed start-up assessment is $37.25 million, with an annual assessment starting at $29 million in 2021, when the MLC commences its blanket licensing operations. The proposed assessment is the right one under the law, and the budget is very reasonable for digital companies to pay to receive the benefits the blanket license will provide them. The MLC’s operating budget and staff must be capable of comprehensively meeting and executing the extensive requirements and responsibilities of the Collective under the law in less than 15 months from now.”

MLC Board Chairman Alisa Coleman added, “We have a mandate to not just administer the mechanical licensing process, but to improve it, make it more transparent, and to better serve songwriters and publishers of all sizes and around the world. We have outlined for the Judges what is necessary to achieve these goals and significantly advance the industry, and to fulfill Congress’ mandate to end the status quo where undisclosed millions of dollars owed to music creators are not paid. We are going to continue to work tirelessly in these CRB proceedings to ensure the tech giants who joined with us to pass the MMA continue that partnership to fully fund the most important piece of the legislation, the entity that will actually implement the requirements of the legislation.”

Taylor Lindsey Upped To Sr. VP, A&R, Sony Music Nashville

Taylor Lindsey has been promoted from Vice President, A&R, Sony Music Nashville to Senior Vice President, A&R, SMN. Lindsey joined the label group in September 2013 and will continue to report directly to Jim Catino, Executive Vice President, A&R, SMN.

“Taylor’s instincts, relationships, and creative standard sets the bar for A&R executives – anywhere,” Catino said. “Her tireless pursuit of talent and great songs has helped shape the unique creative vision we have at Sony Music Nashville and contributed on an impressive level to the success of our roster of artists.”

“Watching artists go from playing no-cover shows to stadiums is a stunning experience, and I’ve been able to witness that multiple times in my tenure at Sony,” said Lindsey. “I’m so fortunate to work with some of the most inspiring, insanely talented artists in the world, and teammates determined to get their music heard. I’m excited to get to continue to amplify what we’ve been building these past few years.”

Lindsey has been instrumental in the signing and development of a diverse, award-winning group of artists including Maren Morris, Old Dominion and Luke Combs, among others. Respected for her hands-on style, Lindsey takes an active role in setting the creative direction for the full complement of acts on Arista Nashville, Columbia Nashville and RCA Records Nashville, and she is heavily involved in the development and recording process.

A native of Washington, Georgia, Lindsey developed an early love of music, thanks in large part to the encouragement of her parents and the talent of her award-winning, songwriter sister Hillary Lindsey. Originally a biology major with her sights set on a medical degree, an elective music industry class changed her trajectory at University of Georgia and she soon started pitching her sister’s songs. The sister team created Raylene Music, which was eventually acquired by BMG and Lindsey continued to pitch her sister’s creations as well as sign, develop, and pitch 12 other chart-topping writers.

Lindsey met Catino, who hired her as Director of A&R in September 2013. She was promoted to Senior Director in 2015 and then Vice President of A&R in 2017.

“Part of my job in development is to help elevate and foster the artists so that they can live up to their full potential,” she said. “And that would not be possible without the numerous contributions from the internal and external artist teams who understands the vision of the artist and why we signed them in the first place.”

Lindsey is married and lives in Nashville with her songwriter husband Derrick Southerland and their daughter.

Craig Morgan Reunites With Broken Bow Records

Craig Morgan has reunited with his former label home, BBR Music Group’s Broken Bow Records, to release his first new music in three years. Morgan was previously signed to the label from 2002-2008, during which he released his songs including “Almost Home,” “International Harvester,” “Tough,” and “That’s What I Love About Sunday.”

“The Father, My Son, And The Holy Ghost,” a vulnerable, emotional track Morgan penned following the death of his 19-year-old son Jerry, reached No. 1 on the iTunes all-genre Top Songs Chart, as well as the Top Country Songs chart, last week. The song has earned over 1.5 million views.

Longtime friend Blake Shelton helped launch a social media campaign in support of the song last week, bringing in support from fellow artists and celebrities including Ellen DeGeneres, Luke Combs, Gwen Stefani, Kelly Clarkson, Blanco Brown, The Today Show, and more. The track is being sent to country radio today.

“Craig Morgan and BBR made history together with ‘Almost Home’, notching the first Top 10 for both,” says Jon Loba, EVP BBR Music Group.  “He is once again making his mark in music with the heartfelt song ‘The Father, My Son, and The Holy Ghost’ inspired by his late son Jerry.  Our hearts are overflowing with joy that he has chosen to work with us once again as we welcome him home to the BBR/BMG family.”

“I am truly humbled by the response to the song so far and to my friend Blake Shelton for what he has done to honor Jerry,” says Morgan. “It’s incredible to reunite with the team at Broken Bow to share this song with radio and my hope is, it will be a help to those who need it most.”
